President Ferdinand E. Marcos through proclamation no.1001 dated

april 02, 1972

confers the award to deserving individuals as recommended by the

Cultural Center of the Philippines (CCP) and the National Commission for Culture and the Arts (NCCA).

Criteria

Living artists who have been Filipino citizens for the last ten years prior to nomination as well asthose who have died after the establishment of the award in 1972 but were Filipino citizens at the time of their death; Artists who have helped build a Filipino sense of nationhood through the content and form of their works; Artists who have distinguished themselves by pioneering in a mode of creative expression or style, making an impact on succeeding generations of artists; Artists who have created a significant body of works and/or have consistently displayed excellence in the practice of their art form, enriching artistic expression or style; and Artists who enjoy broad acceptance through prestigious national and/or international recognition, awards in prestigious national and/or international events, critical acclaim and/or reviews of their works, and/or respect and esteem from peers within an artistic discipline.

The Philippines also honors artists who are engaged in folk or traditional arts and who have reached a high level of technical skill and artistic excellence. The award is called the

Gawad sa Manlilikha ng Bayan (GAMABA), or National Living Treasures Award

GAMABA criteria

The artist should be an inhabitant of an indigenous/traditional cultural community anywhere in the Philippines that has preserved indigenous customs, beliefs, rituals and traditions and/or has syncretized whatever external elements that have influenced it. The artist must have engaged in a folk art tradition that has been in existence and documented for at least fifty years. The artist must have consistently performed or produced works of superior and distinctive quality over a significant period The artist must possess a mastery of tools and materials needed by the art, and must have an established reputation in the art and maker of works of extraordinary technical quality. The artist must have passed on and/or will pass on to other members of the community his/her skills in the folk art for which the community is traditionally known

traditional artist who possess all the qualities of a Manlilikha ng Bayan candidate but is now incapable of teaching further his/her ceaft, may still be recognized, given the following:

The artist has created a significant body of works and/or has consistently displayed excellence in the practice of his/her art, thus achieving important contributions for its development. The artist has been instrumental in the revitalization of his/her community’s artistic tradition. The artist has passed on to the other members of the community the skills in the folk art for which the community is traditionally known. The community of the artist has recognized him/her as master and teacher of his/her craft
